The library card of any resident of Norfolk, Norfolk property owners, Norfolk business owners or anyone who is employed in the City of Norfolk permits full use of eBooks.
Any adult resident of Virginia who does not qualify as a resident of Norfolk, own property or a business in Norfolk, or is an employee of the City of Norfolk is required to pay a non-refundable registration fee if they wish to check out eBooks. This fee is $35.00 for one (1) year from the date of registration. Non-Norfolk eBook library cards are only available to Virginia residents for an annual fee and must be applied for and renewed in person.
Browse, place holds, and check out eBooks from OverDrive by visiting the NPL OverDrive website at http://norfolk-va.lib.overdrive.com, clicking on OverDrive from the eBooks page, downloading the OverDrive Media Console app on your ereader or mobile device, or by searching the NPL Online Catalog.
Additional eBooks can also be downloaded for free and will not count against your library checkout limit through:
Yes, eBooks can be enjoyed through your Internet browser, or downloaded to your computer and read by obtaining the OverDrive Media Console App and account for iOS and Droid devices. Kindles do not require the OverDrive App.
- Internet Browser:
OverDrive's new browser-based eBook reader, OverDrive Read, allows you to view and read eBooks directly from your Internet browser.
Most current web browsers are compatible. Your reading progress and bookmarks will sync and show up on whatever device you open an OverDrive Read book on. You can read more about compatibility here, or try an OverDrive Read sample now to see if it works in the browser on your device.
- Computer Download:
From your "Bookshelf" on OverDrive, use the Download drop-down menu next to your checked out title to download in your preferred format.
Kindle Books can be read on your computer using Kindle for PC or Kindle Cloud Reader. You can also transfer them to your Kindle device via USB or over Wi-Fi.
EPUB and PDF eBooks open automatically in Adobe Digital Editions (ADE) on your computer when you click Download. You can also use ADE to transfer eBooks to an eBook reader of your choice.
Project Gutenberg titles are in the Open EPUB format (without Digital Rights Management (DRM)) and can be read directly through the OverDrive Media Console App or Adobe Digital Editions (ADE), but are not limited to these two options.
ADE is not required for Gutenberg titles. Other free desktop programs are available to read and/or transfer Gutenberg titles to a device. Users may even transfer Open EPUB titles to an eReader device without the assistance of any software.

Each patron can check out up to 5 titles. Each book can be borrowed for up to 14 days. The default will be 14 days, but you can change the choice to 7 days if you prefer. See instructions for selecting a lending period.
Search the NPL Catalog for eBooks:
From the Online Catalog, you can:
- Search for any title by specific information about the book
- Access the eBooks search page by clicking on "eBook Search" just below the search bar
- View our newest eBooks by selecting "New Items at NPL" from the right-hand menu and then selecting "eBooks."
To view the entire list of eBooks from OverDrive, leave the search fields empty on the eBooks search page and select "Search".
You can renew eBooks. The option to renew a title becomes available three days before the title is set to expire and appears next to the title on your Bookshelf under your library Account. You can only use the renew feature once for each title you've borrowed. Find instructions on how to renew digital titles here.
You can place up to 5 holds on eBooks through OverDrive. You will be prompted to provide your email address so that you can receive an email notification when your hold becomes available for you to borrow. You will have 3 days to check out that hold. After 3 days, the hold will expire and the title will be made available for other patrons to borrow.

Checked out eBooks will be automatically returned to the library when the lending period expires.

Yes, a reader software application may be necessary on your computer or mobile device in order to download eBooks. Free software is available on the OverDrive site. Check the requirements for your specific device.
The free OverDrive Media Console app, available for Windows/Mac and mobile devices, can also be used to download titles to a computer, tablet, or smartphone. Kindles do not require the OverDrive App.
OverDrive offers OverDrive Read that allows for viewing the eBook through your Internet browser instead of downloading it to your computer, eliminating the need for additional software installation.
There are two methods to search within the OverDrive catalog for eBooks that NPL does not currently own.
Search by Browsing the Catalog
- To browse OverDrive and include titles not yet owned by NPL, choose a subject category.
- Under “Show me”, select “Additional Titles to Recommend”.
- Select other search parameters, like “Sort by:” or “Format”. We recommend selecting “Release Date” for the category “Sort by:”.
Search by Title
- Click "Advanced Search" under the search bar.
- Fill out the information you know in the search page.
- Under “Show me:” select “Additional Titles to Recommend”.
Once you have found an eBook you'd like to recommend for NPL to purchase, click the “Recommend” button. If you are not signed in, you will receive a pop-up notice to sign in.
You will be given the option to place a hold and/or to be notified if the book is added to the NPL OverDrive Collection.
NPL and OverDrive offer a partnership purchasing program called WIN.
A portion of each sale of digital content (eBooks and/or digital audiobooks) purchased from OverDrive's WIN Affiliated Retailers using the “Buy it Now” link from the Library’s website, is credited back to the Library to add digital content to its virtual branch. The titles and materials the library selects are at the Library's discretion.
When you select the "Buy it Now" link on a title, you will see a list of OverDrive WIN Affiliated Retailers. Clicking on a Retailer's logo will link you to that Retailer's commercial website. Not all Retailers offer the same titles or formats that the Library does, and the content available may not be compatible with all devices. Please review the Retailer's website for additional information.
Purchases from OverDrive WIN affiliated retailers are not tax-deductible.
