The library card of any resident of Norfolk, Norfolk property owners, Norfolk business owners or anyone who is employed in the City of Norfolk permits full use of eBooks.
Any adult resident of Virginia who does not live, work or own property in Norfolk is required to pay a non-refundable registration fee if they wish to check out eBooks. This fee is $35.00 for one (1) year from the date of registration. Non-Norfolk eBook library cards are only available to Virginia residents for an annual fee and must be applied for and renewed in person.
OverDrive: Browse, place holds, and check out eBooks from OverDrive by visiting the NPL OverDrive website at http://norfolk-va.lib.overdrive.com, clicking on OverDrive from the eBooks page, or by searching the NPL Online Catalog.

Yes, eBooks can be enjoyed through your Internet browser, or downloaded to your computer and read by obtaining the OverDrive Media Console App and account for iOS and Droid devices. Kindles do not require the OverDrive App.
- Internet Browser:
OverDrive's new browser-based eBook reader, OverDrive Read, allows you to view and read eBooks directly from your Internet browser.
Most current web browsers are compatible. Your reading progress and bookmarks will sync and show up on whatever device you open an OverDrive Read book on. You can read more about compatibility here, or try an OverDrive Read sample now to see if it works in the browser on your device.
- Computer Download:
From your "Bookshelf" on OverDrive, use the Download drop-down menu next to your checked out title to download in your preferred format.
Kindle Books can be read on your computer using Kindle for PC or Kindle Cloud Reader. You can also transfer them to your Kindle device via USB or over Wi-Fi.
EPUB and PDF eBooks open automatically in Adobe Digital Editions (ADE) on your computer when you click Download. You can also use ADE to transfer eBooks to an eBook reader of your choice.
Learn how to use hoopla streaming and downloading
All titles are available for streaming using hoopladigital.com on a PC/Mac. Borrowed titles are only available for download on mobile devices, such as iOS (iPad/iPhone/iPod Touch) and supported Android phones or tablets.
To browse hoopla content and to stream content over Wi-Fi, 3G and/or 4G you must be connected to the internet. However, on our mobile app you can complete a temporary download to play content without an internet connection. This feature is only available on the hoopla digital mobile app.
You can play the title on your mobile device or PC/Mac. hoopla currently supports the 32-bit versions of the Internet Explorer 10+, Google Chrome 39+, Firefox 32+, and Safari 7+. Please note that in order to play content on your web browser, a plug-in called "Widevine" must be installed. Your web browser should prompt you to download this plug-in the first time you attempt to view content on your web browser. This is a one-time installation and you should not be prompted for the plug-in again. For further assistance, please refer to the Widevine Plug-In section.
Project Gutenberg titles are in the Open EPUB format (without Digital Rights Management (DRM)) and can be read directly through the OverDrive Media Console App or Adobe Digital Editions (ADE), but are not limited to these two options.
ADE is not required for Gutenberg titles. Other free desktop programs are available to read and/or transfer Gutenberg titles to a device. Users may even transfer Open EPUB titles to an eReader device without the assistance of any software.

Each patron can check out up to 5 titles. Each book can be borrowed for up to 21 days. See instructions for selecting a lending period.
Search the NPL Catalog for eBooks from OverDrive:
From the Online Catalog, you can:
- Search for any title by specific information about the book
- Access the eBooks search page by clicking on "eBook Search" just below the search bar
- View our newest eBooks by selecting "New Items at NPL" from the right-hand menu and then selecting "eBooks."
To view the entire list of eBooks from OverDrive, leave the search fields empty on the eBooks search page and select "Search".
eBooks, graphic novels, and comics available from hoopla are not searchable through the NPL catalog at this time.
You can renew eBooks from OverDrive. The option to renew a title becomes available three days before the title is set to expire and appears next to the title on your "Bookshelf" under your library "Account." You can only use the renew feature once for each title you've borrowed. Find instructions on how to renew digital titles here.
eBooks from hoopla can be checked out simultaneous times with no waiting and no holds.
You can place up to 5 holds on eBooks through OverDrive. You will be prompted to provide your email address so that you can receive an email notification when your hold becomes available for you to borrow. You will have 3 days to check out that hold. After 3 days, the hold will expire and the title will be made available for other patrons to borrow.

Checked out eBooks from OverDrive will be automatically returned to the library when the lending period expires. You are able to setup a 7, 14, or 21 day term in your account or can return the book at any time. Want to return a title early? Here's how!
Borrowed eBooks from hoopla will expire after 21 days or can be returned at any time. You can return the hoopla title before the lending period has expired by clicking the or return now button located next to the date the title returns on the 'my titles' page in your hoopla account. Please note that returning a title early does not give users additional borrows for that month.
Yes, a reader software application may be necessary on your computer or mobile device in order to download eBooks. Free software is available on the OverDrive site. Check the requirements for your specific device.
The free OverDrive Media Console app, available for Windows/Mac and mobile devices, can also be used to download titles to a computer, tablet, or smartphone. Kindles do not require the OverDrive App.
OverDrive offers OverDrive Read that allows for viewing the eBook through your Internet browser instead of downloading it to your computer, eliminating the need for additional software installation.

There are two methods to search within the OverDrive catalog for eBooks that NPL does not currently own.
Search by Browsing the Catalog
- To browse OverDrive and include titles not yet owned by NPL, choose a subject category.
- Under “Show me”, select “Additional Titles to Recommend”.
- Select other search parameters, like “Sort by:” or “Format”. We recommend selecting “Release Date” for the category “Sort by:”.
Search by Title
- Click "Advanced Search" under the search bar.
- Fill out the information you know in the search page.
- Under “Show me:” select “Additional Titles to Recommend”.
Once you have found an eBook you'd like to recommend for NPL to purchase, click the “Recommend” button. If you are not signed in, you will receive a pop-up notice to sign in.
You will be given the option to place a hold and/or to be notified if the book is added to the NPL OverDrive Collection.
